CM2 MT2 tools not open

in my case My CM2 MT2 tool not open
already Pc format new ios install
driver update
old verson install like mt2 2.5/6/8/9/12/14

firewall off antvirus none
other tools like spd mtk 1.58 good working
only mt2 tools not open why.....
