HTC Desire 728 Possible brick,

Hello,
i have HTC Desire 728 Taiwan version,
when phone turn on phone it direct goes to Hboot & won't let me install Rom, i try to install firmware but it give me error (FAILED remote download for partition zip is not allow), same error come if i try to update Hboot, i have no idea how to fix it,
Any help shall highly appreciated,
